Course completion
A badge is a smaller claim than a transcript
metaBADGES began as a way to show a competency without mailing the whole file. In the public prototype, a course-completion badge follows a registrar’s pen: the student requests it, a university admin approves it, and only then is it minted.

Student requests
The student asks, from a wallet, for a badge tied to a completed course. The request is not itself the credential.

University admin approves
An authorized admin reviews the request. Approval is a separate act from minting, so the institution still says what is true.

Mint on Algorand
The badge is minted and shows on the student profile. A super admin admits the university. They do not grade the course.
